Work on the tunnel began in 1940. In the early years building was slow because there was a materials shortage during World War II. The Triborough Bridge Authority was a large part of the project, helping to build roads and fencing for the underwater tunnel.

The Brooklyn Battery Tunnel is a toll road which crosses under the East River. It will connect your route between Brooklyn and Manhattan. This underwater tunnel nearly passes under, although it does not provide access to, Governor's Island. It is made up of twin tubes that carry a total of 4 lanes of traffic. The air in the tunnel is changed every one and a half minutes.
